It says receipts must be dated Feb 15 to Feb 20 and submission request must be postmarked or submitted online by March 20, 2012.
It says they go by the online purchase date/email confirmation. so as long as you buy online by those dates and submit by march 20th you’re good.
it says the bird food is available ship to home only
I was able to ship the bird food to the store.
Maybe the store you chose does not do free ship-to-store.

I got the same message and the shipping cost was just about equal to the cost of the seed. The other items were available to ship to store so it is not the store but rather the item
