You can price match target’s website for the play-doh boomer fire truck for $7.19 and use the cartwheel. I ended up paying $3.59. Others are cheaper also

That’s not Target’s policy, although some stores allow it or the employees aren’t aware. YMMV on whether it works. My store is a no go.
That is target policy. I am target employee and they have started matching their online prices.

Cartwheel can only be used in store.
There are *some* cartwheel offers that are good in-store or online. But this one is in-store only. From CW FAQ –
Can I use Cartwheel offers online?
We are now testing the ability to use select Cartwheel offers on Target.com, as well as in store. These offers will be available from time to time as we continue to test this functionality. You can identify an online offer by seeing “Online” at the top of the offer card, or in the offer details. Online offers are only available on Cartwheel.com or version 1.6.1 or later of both the iOS and Android apps. You can redeem an online offer by first adding it to your barcode, then go to your list and click the “redeem online” button on web or tap the laptop icon at the bottom of your list screen in the app. Tapping or clicking will take you to Target.com, where your offer is automatically applied. Just add the preferred item to your cart and checkout. Your savings will be updated in your Cartwheel within 24 hours.
