I had the same issue! Recently, I received the new Target debit card with the chip and used it in the stores with no problem. But it wouldn’t go through online. I spoke to the Target debit card department and they said everything was fine with my card and they put me through to customer service to place my order. Long story (45 minute wait time) short….there appears to be a glitch with their computer system in processing the new debit cards with the chips. According the customer service rep, they are aware and working on it. I was able to use a Visa debit and they applied the 5% with free shipping.
I also wanted to add that I had to give another method of payment because they can’t accept PIN numbers over the phone. He did tell me they are very busy on the phones. Hopefully they will get it fixed soon. 🙂

Are these sample sizes or full sized?
Was excited to see them come out with another but am going to pass. It looks like all samples and I have enough mascaras.
