My city, Portland Oregon, is sold out on the book. But you can buy the digital.. But for 19.99. Why can’t I buy the digital for the same price as the book?

Said that my city sold OUT! no no no!!! This is a marketing ploy to get you signed up for mobile or ??? I bought the book last July 2015 for $5 and free shipping…hardly used any of the 20% of deals that are prevalent in these books anymore! Bought them starting in the 70’s which were 50% off back then…ONLY! So if sold out, I won’t panic!!! LOL!!!
