No you are right. It will be a money maker. Threshold coupons are unaffected at the moment. You will get the full $5 value and have a $1 money maker.
So worst case scenario, you use 3 of the $5 qs and they just adjust one of them down? If you have two computers maybe it would be best to print 4 of the $5 and 2 of the $4 and do the deal twice (in two different transactions of course).
The 20ct mint versions were clearanced unmarked for $1 at my walmart. I had to fight for my overage, but after 3 managers, finally found one who could read & understand their own policy.
I was at Kroger today and they had try this for free coupons taped on all the bottles. Worth a trip to see if your store has them. I picked mine up and got it for free.

One good thing, I read the fine print on the rebate and it does not say anything about you can’t use coupons on your purchase, so this is actually a money maker
