Me too! This keep happening with the fresh meat offers.
The last time this happened. I took a picture of the offer on my monitor. I brought it up at customer service prior to shopping. That way, I would not get mad after shopping and getting the items. Most of the time they are able to accommodate for small purchases. As long as there are dates and specifics, but up to customer service.

I loaded the offer to my account this morning, and not only is it not available to add for others, but it doesn’t even show up in mine anymore! Looks like they removed it for good.. Anyone else?
On cartwheel click on “my list” and see if it’s still there. Mine isn’t on the regular list of all offers, but is still showing up when I look at the added offers on “my list.”
Are you guys having issues with loading Cartwheel? I use an iPhone 6S Plus and it takes a long time to boot up. Once up, I have to click “Start Saving” and re-login again with my email. Many times it won’t load up at the Target store.
I added it and went to Target. By the time I got to checkout, it was no longer on my list. How foul. I had to pay for a bus to get there 30 minutes away. This is the second time. Target should do better.
