Urban Decay controls that, I believe. I’ve been on their mailing list & the mailing lists of several other stores simultaneously for a while now (TooFaced also, and a couple other high-end makeup brands), and I have noticed that the stores tend to put the exact same items on sale that the make-up brand does, usually a couple days after they go on sale on the make-up brand’s website or store. So I’m betting the brands are controlling what items can go on sale in the other stores, too, as part of their distribution agreement with those stores. And UD, at least, tends to just pick items randomly one at a time to put on sale, for whatever reason (rather than the whole line). TooFaced does too!

The eye liner automatically showed up in my cart but when I went to check out it said that it was not valid with the offer so I had to remove it to be able to check out 🙁
