I’m pretty sure post discount since it comes off at the very end.
Cartwheel comes off after Target coupons and before Manufacturer coupons.
Red card comes off on your subtotal after all coupons.

I bought these last week when the razors and the refills were on sale. There was 15% sales nationwide. It was on the back page of the flyer.
Target in Connecticut will not let you use more than one coupon *no matter what it is* They don’t care if it’s manufacturer or store. They only take one of any coupon per item . So, if you are buying two items, ok, 2 coupons unless it says on coupon that you must buy 2.
