The fine print on my email said it was only for your 1st purchase from Shutterfly and can only be used once per email or billing address. Won’t work with an account that’s placed an order through them before.

I added my code and a mug to my cart. It reduces the price without any %off code and gave the mug free. I again added a ceramic tile to the cart. It showed the price 22.99. So I guess Shutterfly is automatically reducing the price without any code and may be some glitch is going on.
