I too want to know if this is a better deal than Costco, but I think it is since Target gives you a GC back, plus you can reduce the amount you spend via the 5% cash back. However, I’m basing this on the Costco website that states the Charmin is $21.79 after their in-store coupon.
If anyone can help me, I’m not too familiar with Target cartwheel coupons… The coupons are in my cartwheel list but when I checkout online (for pickup in store) it doesn’t seem to apply because I don’t see any discount taken off the total amount? I only see that I will get the $15 gift card emailed to me. Not sure what I’m doing wrong. Thank you for your help!

I had the same issue and then I realized the items I selected weren’t the super mega roll, they were just plain mega roll. Once I added the correct product, the cartwheel offer automatically showed up as a discount.
However, I just noticed that the cartwheel coupon is only applied to the total after the $15 is taken off. My cartwheel discount was only $3.96 so my subtotal was $50.61.
I have a hard enough time getting the Mega Plus rolls to fit our holder. Super Mega is ridiculousness.

Hi Daleen! Be sure to head to your “Wallet” at the bottom of your Cartwheel app. There you can click on “view coupons” and scroll through them until you find this one! Hope that helps!
