Someone remind me how close to $40 do we have to be to still get the gift card. Say I get four items at $9.99 each making for a subtotal of $39.96 will I still qualify for it?

Just did this and my target would not give me the gift card. It prompted for gift card. She scanned it and gave it to me. I gave her my coupons and paid but register beeped and said gift card did not work (the one she just handed me) I did this EXACT TRANSACTION. They said since I went below the $40 then the purchase did not qualify.
