I had to chat them and they applied it manually for me. They said they were having technical issues
It was working for 3/4 of the team when we checked. It seemed like those of us in southern states (OK, FL, TX) were able to get it, but our northern teammates did not have it showing yet. 🙁 Hopefully, Target is fixing!

I’m in Northern VA and the sale wasn’t in our stores or online for me. Changed my store location to Florida and immediately popped up in my cart and I was able to use the bogo sale! Thank you for the heads up everyone! Had my $20 cartwheel reward earned as well so it was quite the deal for bathing suits!
