I am not getting free shipping with shop runner am I doing something wrong

Just an FYI, there are only very limited colors coming up on sale with each of the products listed. For instance, I love their Eyeshadow Primer Potion, however only 1 color is on sale. It’s called caffeine and is a very dark color (I believe it’s made for ladies with darker skin). It is the darkest of their primer colors. Almost all of the eye shadow, lipstick and lip liner colors that I wanted, were not showing the sale price.
So the color of primer potion is dark, but I just scrolled down and saw the cream shadow hack, this color might work great for that. Has anyone had success using primer potion and eyeliner to create cream shadow? It looks like it would last forever!
