It does the same thing on a desktop computer. It doesn’t submit. Just keeps trying to reload.

I figured it out. This will not work on Internet Explorer. I had to use the form in Google Chrome.

I don’t know if the site is just overwhelmed but I’ve tried it twice in Chrome, once in IE (on a desktop) and on my phone using Safari. Same thing each time.
It finally worked using Chrome on my phone, not the desktop. I do appreciate the notice of the offer!

did work for me on either browser got it to put up on my phone then wouldn’t take just kept telling me to push finished and it wouldn’t send just refresh or something. tried 5 times.
