In general Chrysanthemums are considered tender perennials. Perennial Chrysanthemums are noted Hardy Chrysanthemum on the tag. Hope this helps.

The price printed on the small (looks like a 1-qt size, max) pot of chrysanthemums that is held in the photo is $2.99. The sale price sign might say 5 for $5, but it is obscured. So a dollar apiece?

I believe that sale is 2/$10 in store only, however it may vary by location. You could always call in to your store before heading out to be sure. Hope that helps.
My local Home Depot ad has the 1 qt mums for $1 each regular $1.99
The 2 for $10 refers to the Classic Hanging Baskets.

Are these the same 4 x 8 Holland Pavers that Menards often sells for only 25 cents each?

That deal varies by region, Julie. For example, my local ad has one quart mums listed at 4/$5.
Lowe’s has mums for 88 cents this weekend. 2.5 gallon roses are buy one get one and Juniper bushes are 2 for $10.
