Unavailable for me too, ☹️ has anyone tried complaining to Targets customer service? I understand that sales can be regional but the Target Circle should be good for everyone. I don’t remember this happening with cartwheel, hopefully they’re just working out some kinks.
when i asked about this at customer service in cranberry twp, pa, i was told that the new circle program is going to be more personalized, based on things that you buy and your shopping habits, i hate that idea, like you, i think it should be offered to ALL shoppers

I was unable to access the offer on my cell phone however when I went on my account via my laptop and clicked the Hip2 Save link it was available for me. Hope this helps someone else!

It worked for me, opening hip2save on my internet browser and clicking the link to the offer. I was able to save it to my Target account and when I opened the Target app the offer was there.
