Wondering if I have 2 of these coupons and go to 2 DIFFERENT CVSs (ie. limit 1 per transaction or 1 per store), can I get the savings (the $5.99 cash back) both times (1 savings at each of 2 different stores) or just 1 time (as in limit 1 per savings card regardless of how many stores or transactions you use coupons for)?

No it is not per store. The extrabucks are linked to your card/account, not individual store.
I didn’t look through all the comments, but Walmart has these in my area of SC for $5.26 (.26 after coupon). CVS was wiped out by the time I got there.
I got lucky and was able to get four of these!
