I am at the commissary now and they are disputing the coupon because it says on the coupon that it is available only at specialty and farm and feed retailers. I interpreted that to mean that the food is only available at those retailers because in my experience it is. Not that the coupon is only accepted at those retailers. Just be forewarned it appears to be up to the discretion of the individual commissary: mine says no.
