Cartwheel always comes off BEFORE manufacturer coupons, no matter when scanned by cashier.
It’s .80 if the cashier doesn’t manually enter the free price.
My Target manager told me they’re no longer receive the manufacturer coupons printed from the computer, they refused to use my coupons
