Website for Target is not working properly.
Same happened to me. For several hours their site was down and once it was up around 2am the promo was no longer valid. I started a Chat session next day and they honored my 20% off promo after I had completed my Q-tips purchase. It was about a 6 min followup to do, so I hope it will work for you too.
