Yes! I have the $30/Wal-Mart T-Mobile plan and love when these go on sale!
According to description at the Target website, this is only good for pre-paid plans, not post-paid. I have a post-paid, meaning I get a monthly bill. A pre-paid is same thing as a pay-as-you go, where you have to refill when your minutes are low.
