Yes, you need to spend $10 including coupons to get the points. If they would say buy 2 to get points then you can use the points and earn them in the same transaction. Somebody can correct me if I am wrong.
No, you would not earn points because it is a threshold offer. (In this case, the threshold is $10.00.) If it is a numerical value, you could earn the points. (i.e. Buy 2, get X amount of points.
I tried this deal today and the 2nd razor rang up $3.99, so they wouldn’t take the $4 off coupon for that one. YMMV on this deal I’d say.
Oh darn! You are absolutely correct Mia! They will not allow you to use a coupon on an item if the value of the coupon is greater than the price of the product. I have updated the post to reflect this. I apologize for any confusion with this.

I just went to Walgreen’s a little while ago to do this deal and had trouble with the 2nd coupon as well. Luckily I had a cashier who was willing to override the error message on the register and put the 2nd coupon through as well, but that is usually not the case.
Walgreens has made it very clear they are NOT coupon user friendly and that’s why I rarely shop there at all anymore – whether I’m couponing or not.
