Costco is cheaper. 33 for $7.99
That’s good if you want a variety pack. I only eat their oatmeal raisin flavor. Assuming the 33 pouches in the Costco pack are evenly distributed between the three flavors, two packs would have 22 oatmeal raisin pouches. That would be $0.73 per pouch. This deal would still be better for me. A pouch is normally $0.99 when I can find it.
Is the Costco pack the soft cookies? Grandma’s also makes mini hard cookie sandwiches.
