Do you have to have Prime to get free shipping? I applied both coupons and signed up for subscribe and save but it still have 5.99 for shipping.

I tried all the different delivery dates and it still does work for me. When I clicked on “Why didn’t I qualify for free shipping?”, it says “Not Eligible:Your eligible Amazon.com items shipping to this address total less than $25. Please note that some items are not eligible for FREE Shipping. ” I tried both Iowa and Minnesota address and both had 5.99 shipping.
