Usually offers like these are under the Wallet portion of Target Circle. Right below the Add payment should be a box that says, Add extra offers, this is where you can find this extra 10% if it is available to you.

I got mine and upon going to Target I still found a bunch of 90% Christmas stuff! I found a hearth & hand white tree skirt ($3.99) a fur pillow ($2.49) and two silver platters for .25 cents each, plus with my target circle savings and the 10% i was able to walk out of target for $6.25 today! Woohoooo👏🏼
