No, personalization is not included in the pricing above.
I think the free shipping is only on orders over $99 because I am not getting the free shipping only the 20% off on my clearance items on The free shipping page… 
Are you choosing the items in the post? I do find they have free shipping when I order. Not all items have free shipping.
I am getting the same thing. Tried to purchase the Moana lunchbag and with the promo code summer, it still adds shipping. Deal might have changed to just be 20% Off and free shipping for over $99
