We saw some at Target. We ended up getting a black graduation robe from Goodwill and the tie from Target. My daughter is 16 though, so not sure if that would work for you. Our Goodwill has several black robes

They don’t list any restrictions saying it won’t arrive by Halloween! They do says, that they typically ship in 14 – 17 days, so you should get them in plenty of time!
