If you highlight the text on the page and move your mouse downward (as if you were trying to copy the entire page) it should move down.

If you have the type of mouse that has a middle scroll wheel, push on it while gliding your mouse downward, and you’ll be able to scroll the page. I had to ask for help from a youngster to figure that out…lol! They probably set up the page that way to prevent people from copying and pasting it or something like that.
