It worked just now for me. You do not need to sign up for membership or pay anything, I guess it is just being slammed with traffic. I kept trying and it did go through.

Got it but please make sure ur in-app purchases on iPhone and iPad are set to off …this game u can rack up money so fast. My nephew left us with a $47 bill in a month due to purchasing cars within the app.
