  Target takes WIC, but it is run threw as a WIC transaction, so you will not receive the GC.

  It shouldn’t matter how you pay. If the purchase entitles you to a free gift card then you should receive a free gift card. I’d ask you local WIC office if Target is required to honor the free gift card deal. They can’t discriminate based on your payment type.
