   So does this mean if you have a 1$ coupon they will double it to $1.98? And are all Harris Teeters participating?

  No they double coupons up to 1.98. ie $1 coupon double to $2 or a coupon of 1.50 doubles to $3.

   Yes, that’s correct and yes, all Harris Teeters are participating in the super doubles promotion.
