Riteaid has the 16oz bags on sale 2 for $5, but then you get back a $1 Up Reward for every 2 you buy (limit 4 offers) so then after the coupon and up reward they are only $1.50 a bag.
Also Walmart had the 16oz bags at my local store for $2.24 so only $1.74 a bag after coupon.
My target has the bags for $1.79 reg price. So after $1 coupon $2.58 for 2 bags/ $1.29 each
