The Target ad has a generic picture of milk and states brands may vary. Guess a random picture was picked for the post.
Not sure about targets rules, but when publix had a similar offer I was able to use it on organic milk.
It’s usually a choice between the Market Pantry or Dairy Pure brands

The Thins are included in the milk offer! Total with the 3 cookies was $13.16. Then it took off $4.19 for the milk & $2.25 for Cartwheel. Grand total for the package was $6.72!
