I’m not sure if it is still the same since Walgreens has had recent changes to their rewards program. Check carefully which digitals are true manufacturers coupons and which ones are actual Walgreens coupons. If it is a manufacturer’s coupon Walgreens gets reimbursed for those and it doesn’t count against the $25 total. However if it is a Walgreens coupon those DO count against the $25 since Walgreens itself gives you the money.
