I wondered that too! :). I’m already signed up for emails, but I rarely get them and I’ve never gotten a dollar off coupon from O.T. Maybe I’ll try signing up another email.
They send me the $10 codes when I haven’t shopped the site for several months. Normally the email says we miss you or something along those lines. I don’t get them when I shop there consistently. Hope that helps your question.

If anyone’s still reading ;)…. I didn’t do this, BUT, when I went to the website, to enter my email, I got a pop-up AFTER entering my email, asking for my phone number for SMS messages. I didn’t enter my number, and I couldn’t replicate the pop-up just now ;), but THAT might be another way to get discounts?
