how does the paypal price matching work? Could I price match with paypal?

I went to walmart today and was able to do a price match on the $1.00 memory game and since they didn’t have “Toy Story 3” they honored the price for ANY Memory Hasbro game (since on the flyer it doesn’t say “Toy Story 3 only.”
Target gave me a hard time about it saying Corporate won’t let them price match…so obviously there are restrictions at the Target I went to.
