the 12-pack charmin I found at Walgreens were not double rolls, they were 12 regular rolls basic so the coupon shouldn’t work. The only Ultra Soft I found were the 9-pack equivalent to 14, so not even a double roll and again the coupon won’t work because it’s not 12.
It might be regional though.
